ECIWDB requests Workforce Innovation and Opportunity Act proposals

East Central Iowa Workforce Development Board (ECIWDB) is requesting proposals pertaining to the organization’s required competitive search for Workforce Innovation and Opportunity Act (WIOA) Title I Adult, Dislocated Worker, Youth and One-Stop Operation Services for East Central Iowa’s seven counties including Benton, Cedar, Iowa, Johnson, Jones, Linn, and Washington.

Title I services are provided through East Central Iowa IowaWORKS Centers with WIOA Core and Required Partners to connect eligible vulnerable adult, dislocated worker and youth populations to education, training and support services that lead to quality local employment while promoting practices that enhance local hiring and retention of skilled workers.

According to the official request, proposals should present innovative and creative strategies that enhance a customer’s ability to move into self-sustaining employment, resulting in an upwardly mobile career pathway and higher earnings potential. Programs should include strategies that reflect effective integrated service delivery with other partners of the IowaWORKS centers in the area.

The ECIWDB anticipates awarding a single contract of up to $520,000 for adult/dislocated worker services and one-stop operation support services, and $520,000 to provide youth services, during the 2023-2024 contract year.

The Service Delivery Period for these projects should be July 1, 2024 through June 30, 2025. Proposal submissions are due by 4:30 p.m. Feb. 16, 2024.
