After the developer hired to build a six-story, mixed-use building downtown withdrew from the project earlier this week, Iowa City officials are seeking temporary and long-term uses of the empty lot.
The development team working with the city, Grand Rail Development, North Liberty, said the plan for 21 S. Linn Street was no longer feasible – instead proposing student housing for the site – and the two parties decided to walk away from the agreement.
City Manager Geoff Fruin said that during their two years of discussion and planning, the city’s and Grand Rail’s ideas for the structure gradually diverged.
“Mainly over the last two weeks, we saw a big difference between the developer’s goals and the city’s,” he said. “They’ve been working hard to meet the goals of the city and their own goals, but it became apparent that it wasn’t a balance they could achieve.”
The city had purchased the lot for $4.5 million after it had been out of use for several years.
In 2024 and 2025, the city sought citizen feedback for the property’s use. Then, in the spring of 2025, the city vetted developers and chose a $40 million proposal from Grand Rail. After the city gathered residential feedback, the original plan offered office space, residential units, entertainment space, and potential restaurant or retail space.
The city government will work in the short term with the Iowa City Downtown District and other community organizations to explore uses for the site, Mr. Fruin said.
“We still consider the original feedback for this site valid and will use it to shape what we are doing here,” he said. “We’ll work together to explore a short-term use of the space. Because of the lot’s location, we absolutely want this to suit the downtown in general.”
Grand Rail did not respond to a request for comment.

Our company … also offers expertise in land development, commercial properties, and custom homes. Grand Rail can build-to-suit any commercial or residential project.”
