New mixed-use development proposed for former Marion Public Library site

A new mixed-use development is in the works for the former Marion Public Library site in Uptown Marion.

Marion city manager Ryan Waller said the city will be working with two developers on the development project – Gronen of Dubuque and the Kilbourne Group of Fargo, North Dakota – “two companies with a strong history of revitalizing urban spaces and fostering community-driven growth.”

While specific plans are not yet available, the new proposal envisions a multi-story, mixed-use development on the site, with businesses or retailers on the main floor, market–rate apartments on the upper floors, and structured parking for tenants, all “designed to complement the soon-to-be-completed Central Plaza in City Square Park,” city officials said in a release.

The project aims to enhance the corridor between the Shops at West End and the Uptown District, supporting local businesses and contributing to a more dynamic, walkable district, according to the release.

The Marion Public Library formerly located at the site, at 1095 Sixth Ave. between 10th and 11th streets, was heavily damaged in the 2020 derecho and was subsequently demolished in 2023. A new public library just to the east, at 1101 Sixth Ave., opened to the public in November 2022.

In 2023, the city of Marion, jointly with the Marion Chamber, Uptown Marion District and Marion Economic Development Corporation (MEDCO), issued a request for proposals seeking a mix of commercial and residential offerings for the former library site.

“We’ve intentionally taken our time to select a group that shares our vision and will dream big with us to create a new destination in the heart of our central business district,” Marion Mayor Nick AbouAssaly said in the release. “The prospect of closing the retail loop in historic Uptown Marion will take a vibrant district and make it even better.”

“We are excited to explore the possibilities for this important site and collaborate with the City of Marion,” said Shawn Hilborn, chief operating officer at Gronen. “While plans are still taking shape, we see a great opportunity to contribute to the city’s vision by offering high-quality housing and retail that activate this key location.”

City officials and the project team will continue to work closely, along with community members and other stakeholders, to refine the vision for the site, develop renderings and assess feasibility. According to Mr. Waller, initial plans call for a development plan to be in place by this fall, though that schedule could change as discussions continue.
