After more than 20 years of planning and delays, the first continuing care retirement community in Tiffin is now under construction.
Clear Creek Village, 900 Village Dr., Tiffin, is projected to be completed in 2027. The campus, all under one roof, will include areas for independent living, assisted living and medical care.
Standing on the property — now a swath of graded earth surrounded by trees — a group of community leaders, partners and stakeholders attended the groundbreaking May 7. The ceremony included remarks from leaders of Scenic Development (investment and development), Pivotal Health Care (facilities management), the City of Tiffin and the Greater Iowa City area, followed by a blessing and community reception.
Tiffin City Administrator Tim Boldt acknowledged the efforts and patience of those who worked to bring continuing care for seniors to the fastest-growing community in Iowa.
“This project goes back to 2005,” he said. “I’m blessed to work for other leaders who understand that the community wanted this.”
The facility reflects a trend toward communities where seniors can avoid moving as their needs change — sometimes called “aging in place.” Clear Creek Village is designed to support residents through every stage of aging.
Along with a central common area featuring a coffeehouse and a grand fireplace, Clear Creek Village will include:
- 60 independent living apartments with garages
- 34 assisted living apartments
- 40 health care beds dedicated to skilled rehabilitation and long-term care
Travis Gulledge, president of Pivotal Health Care, the facility’s management company, noted a distinction in how his company operates compared to others that manage senior living communities.
“What differentiates us is we want to make living there affordable, so there is no upfront fee. Residents will live here on a rental basis,” he said.
Mr. Gulledge noted that Clear Creek Village will be Medicare and Medicaid certified, ensuring accessibility and quality care for a wide range of residents and families.
Tiffin Mayor Tim Kasparek said Clear Creek Village will be an important addition to the town’s future and a nod to its past.
“We need to honor the people who built our community,” he said. “This facility represents that kind of investment.”
