The East Central Iowa Council of Governments (ECICOG) appointed Ellen Habel its next executive director, effective April 13, 2026, the organization announced, Monday.
Ms. Habel brings a wealth of experience in local government, most recently serving as the deputy city administrator for the City of Coralville, Iowa. In that role, she oversaw strategic initiatives, managed complex projects and developed strong relationships with regional partners. Her background in public administration and collaboration aligns with ECICOG’s mission to support community and economic development across its six-county region.
“Ellen’s experience, leadership style and commitment to public service make her an excellent fit for ECICOG,” said Jon Green, chair of the ECICOG Board of Directors. “We are confident she will continue to build on our strong regional partnerships and guide the organization into its next chapter.”
Ms. Habel expressed her enthusiasm for the new role. “I am honored to join ECICOG and look forward to working with its talented staff, board members and regional partners,” she said. “Together, we will continue to support vibrant, resilient communities across East Central Iowa.”
Ms. Habel succeeds current executive director Karen Kurt, who concludes her service on April 10, 2026, after six years of leadership. During Ms. Kurt’s tenure, ECICOG expanded services, strengthened its financial position and managed more than $38 million in grant funding in response to the COVID-19 pandemic and the 2020 derecho.
“Karen’s leadership has left a lasting impact on our organization and the communities we serve,” Green said. “We are grateful for her dedication and the strong foundation she leaves behind.”
