Small businesses in North Liberty can apply for grants up to $10,000 through a new economic development program that launched Monday.

The North Liberty Targeted Economic Development Grant Program will distribute $85,000 in American Rescue Plan Act funds on a rolling basis through July 1, or until funds are depleted. Greater Iowa City Inc. will administer the program in partnership with the city.

The program is a joint effort to strengthen the local economy and support small businesses by providing “targeted financial assistance, streamlined processes, and strategic incentives to attract businesses, enhance tenant spaces, and foster workforce and economic development,” a news release stated. “This initiative underscores a shared commitment to creating a vibrant business environment and driving long-term economic success.”

The North Liberty Targeted Economic Development Grant Program offers two grant options for locally owned businesses currently operating in or expanding to North Liberty.

The Tenant Improvement Support Grant provides up to $10,000 in matching funds for facade and internal renovations to commercial spaces that will house new or expanding businesses. Applicants must provide a 50% cash match. Eligible improvements include affixed fixtures, façade renovations including signage, and professional design services.

The Home-Based Business Upgrade Support Grant offers rent assistance up to $10,000 through Dec. 31, 2026, for businesses relocating from North Liberty residential addresses to the North Liberty CoLab. No matching funds are required.

Grant recipients must complete 10 hours of business mentoring through Greater Iowa City Inc. and the Business Resource Center. They must also provide progress updates, share business metrics, submit required documentation and sign a grant agreement.

For-profit businesses located in or expanding to North Liberty are eligible to apply. Franchise businesses are not eligible. Additional criteria apply for each grant type.

Applications open Jan. 5 at greateriowacity.com, and the program will award grants on a rolling basis.
