Horizons, a nonprofit organization and A United Way partner agency headquartered in Cedar Rapids, has announced that Katie Oatsvall has been named president and CEO.
According to a news release, Ms. Oatsvall comes to Horizons with an extensive background in leading nonprofit organizations, most recently serving as CEO of Meals on Wheels of Metro Tulsa in Tulsa, Oklahoma.
In this previous role, she led the delivery of 850,000 meals annually across both urban and rural areas of Oklahoma, addressing the social determinants of health for seniors and homebound residents. Her strategic vision and ability to build strong partnerships resulted in several significant achievements, including the completion of a $15 million capital campaign and the establishment of a 30,000-square-foot commercial kitchen and service center.
She has also previously led several nonprofits in her home state of Wisconsin.

It’s a privilege to lead such a passionate and dedicated team, and I am deeply committed to advancing the mission of Horizons,” Ms. Oatsvall said in a statement. “Together, we will work to create lasting positive change, build even stronger community connections, and amplify the impact we make in the lives of those we serve. I look forward to the journey ahead and the opportunity to make a meaningful difference alongside all of you.”
