    Even as the Cedar Rapids City Planning Commission approved a preliminary plat for the redevelopment of the former Transamerica site in northeast Cedar Rapids April 4, commissioners sent a clear signal to developers: Tree mitigation, ample setbacks and lower building heights should be considered as the project moves forward.
